Each branch library collects public money in the form of patron fines and fees on a daily basis. The Portsmouth Public Library has established depository accounts with Ohio River Bank, Firstar Bank, and Fifth Third Bank so that funds may be deposited in a timely manner. However some branch offices of said banks are open a limited number of hours each week and there is no bank near the Northwest Branch Library. The amount of receipts does not exceed $1000.00 in any location. Therefore, in accordance with Ohio Revised Code Section 9.38, it is the policy of the Board of Trustees of the Portsmouth Public Library that public money collected in the branch libraries must be deposited within three business days of receipt. Each branch library will be equipped with a small safe to safeguard funds until the time of deposit.

However some branch offices of said banks are open a limited number of hours each week and there is no bank near the South Webster Branch. The amount of receipts does not exceed $1000.00 in any location.
