To maintain an atmosphere appropriate for work, study, and enjoyment for all Library patrons and staff, the following policy on behavior in the Portsmouth Public Library and on Library properties has been established. The policy will be courteously, but firmly, enforced by library staff.
 
  
Rules for public behavior and conduct are necessary to:

*Protect the rights of individuals to use library materials and services.
+
*Protect the rights of library employees to conduct library business without interference.
+
*Ensure the use of library buildings, materials, and services by the greatest number of individuals.
+
*Preserve library facilities and materials from harm or theft.
+
*Ensure the safety of library patrons and employees.
+

The Board authorizes the Director or their designees to temporarily or permanently restrict or revoke the library privileges of any individual who violates these rules. The Board also authorizes the Director to file charges against individuals who continually violate this policy.

The rules for public behavior are listed below. Security personnel and all library employees are authorized to notify an individual when his/her behavior violates these rules.

Infractions of the Library Behavior Policy will result in being asked to change the behavior that violates the policy. If such change is not evident or forthcoming, that individual will be asked to leave library property for the day. If the individual does not leave on his/her own, police will be called for assistance. If there are repeated infractions from an individual and they’ve already been asked to leave for the day, the next step will be a 30 day suspension. If, after the 30 day suspension the infractions continue, another 30 day suspension will be enforced pending the Director’s decision for further disciplinary actions based on all written reports and documents kept on the violator. The Director will impose all suspensions lasting more than one month.

Violence and Weapons: There will be No fighting on Library property, there will be No verbal or physical threats made towards staff or patrons, and there can be No weapons brought into the library. If any of these rules are violated, the police may be notified to escort the individual out, at which time they will be informed not to return for 30 days pending a suspension decision imposed by the Director.

Any behavior that interferes with the orderly operations of the Library is prohibited. Such misconduct includes but is not limited to:
+
*Not wearing a shirt and shoes when entering the library.
+
*Bringing animals, other than Service pets.
+
*Loud or boisterous behavior while on library property.
+
*Profanity or conversations that are disturbing to other patrons or employees.
+
*Abusing library furniture, equipment, or materials.
+
*Running in the building
+
*Skateboarding or rollerblading anywhere on library property.
+
*Tobacco use of any form inside the library or within twenty feet of all doors and windows.
+
*The possession, sale or the apparent use of alcoholic beverages or illegal substances on library property.
+
Eating while inside the library building except for those groups using the Meeting room.
+
Harassing others either verbally or through physical actions, including unwanted conversation, impending access to the building, etc.

Fighting on Library Property
+
Bringing firearms, knives, or other weapons into the Library.
+
Issuing verbal or physical threats towards staff or patrons
+
The Library reserves the right to inspect all bags, purses, briefcases, backpacks, etc. for library material.

The Library reserves the right to limit the number of individuals who may sit together.
+
The Library requires that all motorized equipment be used with caution and at a minimal speed.
+
Library equipment designated for staff may not be used for public use.
+
Soliciting of any type is not permitted on library property.
+
Boom-boxes, bicycles, skateboards, basketballs, or other athletic equipment may not be brought into the library.

Personal property may not be placed in a way that impedes access or blocks evacuation routes inside or outside the building.

No patron may represent himself as an employee of the library.

Children under the age of twelve must be accompanied and attended to by a care giver or parent, and must abide by the behavior policies.

The above rules are based on powers granted to a library board of trustees under Ohio Statutory and Case Law to operate a public building. The rules will be post at each location.

An incident report must be completed by any staff member involved with a patron or staff member who violates the above policy or has been asked to leave the building.
