New Boston Youth Computer Guidelines

The Vernal G. Riffe Library in New Boston, Ohio has four computers that are designated for at risk children. Since many youth in Scioto County are considered at risk, these computers will be solely for their use. These computers were funded by Verizon through a project known as ‘No Child Left Offline’ and adults are unable to use these computers for that reason. If an adult signs on to these computers, Library staff will notify the patron that they are in violation of these guidelines and that they can sign up for one of the other patron computers. If the patron refuses to change computers the following steps should be followed:

  • Inform security of the situation and ask the patron again to change computers
  • If no security is on duty or patron otherwise refuses, suspend his/her computer privileges for that day and notify the Extension Services Coordinator and the Director of the situation.
  • If patron refuses to leave the computer, call the New Boston Police to have the patron removed and notify the Extension Services Coordinator and the Director of the situation.


Due to the guidelines for usage of these computers, these computers cannot be used as ‘overflow’ if the library’s other patron computers are all in use. Youths will be signed in to these designated computers first; however, they may use other patron computers when these four computers are full. As these designated Youth computers open up, staff will ask youths to move to these computers freeing up the regular patron computers. It is important for patrons to be put on a waiting list to activate the shortened time limits as set forth in the Cassie Computer System.

Library staff will comply with the Portsmouth Public Library’s Computer Handbook. Computer patrons must also agree to the terms of use as set forth in the Internet Use Policy. In addition to these policies and guidelines the following requirements also exist:

  • These computers are only open to juvenile patrons.
  • The child must have a parental consent form on file and a computer use sticker on their library cards before a day pass will be issued.
  • Staff members are unable to disable the filter for patrons under the age of 17 regardless of the nature of the information being sought; therefore, the filter will not be disabled on these computers.
  • Only one child is permitted to be at a computer at any given time.
  • The Vernal G. Riffe Library reserves the right to reserve these computers for the purpose of any computer related programs that involve youth participation.
